This practice manual replaces the 'Guide to PAS' published in 1996.
We have been conscious for some time that the Guide was overdue for substantial revision or replacement. The difficulty was devoting the time to such a major project amongst many competing priorities. What was required was a catalyst to spur us into action, and this was provided by the introduction on 31 March 2008 of parking enforcement under the Traffic Management Act 2004. This watershed moment provided the ideal opportunity to revisit the Guide.
This Practice Manual is the result. It is intended both as a training tool and a continuing source of reference for all users. We hope that it will succeed in these aims and prove to be a helpful guide on the practice of the Tribunal.
